So, confession time: when we name items, we don't always have the luxury of time to review the recipe in detail (they're subject to change during development anyway). Therefore, when Fern saw "聖麻布" (holy ramie cloth), he assumed that Oda-san was simply slapping "holy" (聖) on ramie cloth, similar to how "holy" is applied to some other items. Turns out, however, that Oda-san chose to omit "祝" from "祝聖" (hallowed) since he wanted to keep the item name three characters (聖麻布) instead of making it four (祝聖麻布). An understandable omission for aesthetic purposes, but as a result, Fern missed the connection between hallowed water and the item, and here we are.
