This error occurs during startup so I can't even get to playing. Nothing in my computer's settings has changed and I was still able to play yesterday after all worlds maintenance.

Nope, same is happening to me. I tried all the suggestions with IE/LAN settings/etc and still unable to get the launcher to run.
Having the same issue. I've tried everything I could find...antivirus disable/IE settings/reset router/ipconfig/restarting, and have not had any luck in getting the launcher to work.
Bumping this, I can confirm that both myself, and somebody else I know are experiencing the exact same problem at the exact same time, and no solutions brought up so far (adjusting IE settings, flushing dns, release/renew, reinstall, firewall, antivirus, etc.) have helped us. We're both on Windows Vista Service Pack 2, if that helps, but I'm quite sure the only other thing to try would be a system restore.

Make sure all the SSL/TLS versions are enabled in your internet settings (inetcpl.cpl from search/run box). Windows updates have been known to reset them in he past and it can generate such errors (it basically means the page download was interrupted because of errors).
In case you missed the Lodestone notices, this is a known issue--you MUST have TLS support enabled at the OS level.
Otherwise something is preventing things from downloading at frontier.ffxiv.com. See if you can ping it and such. Can't recall the exact link but you should be able to Google "frontier.ffxiv.com EULA" and get a hit for a link to load the user agreement. If it doesn't load properly or things like the buttons don't react when you mouse over then IE or browser tech may need to be updated (java, flash, .Net).

Yep, worked! I almost forgot there were some updates last night. Never use IE either.

Huh, same thing happened to me even without applying any windows update. Turning it back on fixed it though, another thanks for Raist.
