It is literally a skill you use, on GCD that isn't part of your combo.

Similar to how stun breaks your combo, and shield toss.
Shield Swipe doesn't break combos.
Flash doesn't break combos.

Both are on GCD, one is a Weapon Skill, one is a Spell.
