Sentinel reduces 10% more damage than its counterpart on one tankbuster and neither cooldown will be ready for the next, so it's better.
Part of a CD's parameters is Frequency of use. One of the reasons that give WAR a so much of an edge is the frequency/up-time of Inner Beast for example.

I only brought up average mitigation as a relevant thing when the shield was mentioned. Average mitigation is only useful if the fight has no tank busters, but a flat-line damage intake where every hit is the same damage as the one before.

In a fight where tank busters are involved, PLD will literally try to mitigate and reduce the damage of every incoming buster. While WAR will inflate its HP for one, and mitigate the next. Hence, PLD is the mitigation tank while WAR isn't.
