No, it's still 1200 on your target.
If you're not the MT, healing you for 600 potency is not that important.

As for interruption, I don't find it that gruesome. Maybe it's because of years playing FFXI, but it's not that difficult to time your cast between hits, considering that you can't be interrupted after your casting bar reach a certain threshold. Of course, you may be avoiding popping each GCD right away, but surviving is more important.

As for removing casting time of Clemency, I think it would be a bit too powerful to have an instant 1200 healing spell
