I was having this issue when playing on my laptop a few days ago. I am currently out of town with no real internet so I can't test further but it is genuinely frustrating.

Since I noticed it on my laptop it could either be a connection issue or a hardware issue. Personally I can test more next week when I get home. In the mean time, best of luck figuring it out, because it is a major drag.
