Honestly, they should just change it from "You're in X Grand Company, so you'll play with X Grand Company", to "You're in X Grand Company, we'll put priority on putting you with X Grand Company".

Problem. Solved.

The current issue is mainly a result of differences in Grand Company population; If we have 72 player queuing a match should start, but if 24 are Immortal Flames, 18 Twin Adders, and 30 Maelstrom? Nothing, the game will wait for 6 more Twin Adders, while 6 of the Maelstrom are likely struck in queue purgatory. Instead, those 6 Maelstrom should be placed in with the Twin Adders, perhaps with some additional bonus to encourage actually playing, rather than sabotaging the match.
