I bet there are plenty of people in my position - my PvE main is a class I would never PvP in, and the classes I PvP with I don't do as much PvE with. So, I'm stuck waiting to hit 60/i150 on a tertiary PvE class so I can PvP with it. Or, I can enter with a class I'm terrible with and add nothing to the team. Hmm, I might try that one tonight, just 'cause.

One queues for it. There's no quest to unlock. It requires level 60 and i150.

As far as I can see, this seems to be more of a playerbase problem with players rushing to the best GC and players just not interested. The best suggestion I've seen is on reddit is a "traitor" based system (iirc, they suggested that you could queue up for a different GC wearing your GC armor but it would be colored to the faction you betrayed them for and their name would indicate them as an ally until attacked with the traitor being worth double points and the traitor being able to kill for double points - for the first five to ten minutes or based on when the GC reaches a certain threshold).

Not even that, they need to do it like a sport. Let me throw on a color shirt and play for the team that needs people. Luckily, I don't care for PvP but I can understand the pain for those who do want it.
