Im pretty sure this abuse that can be reported ie kicking someone for a reason other than whats listed on the kick message box (offline, afk, etc). Being bad shouldnt be a kickable offense in df.

If it's preventing the group from clearing then it most certainly does qualify as a kickable offense.

I disagree with "so is everything". Putting random people from different servers who will probably never see each other again into a group opens the situation to a high amount of abuse. Theres little to no accountability and people can and do abuse this situation. Do you read the forums? We see way too many theads about getting kicked after a wipe or two.
