Also this extreme gating on crafters items 100% intentional I am sure, there are gear sets for DOW/DOW that are ilvl180, get that to HQ can you will probably be equaling ilvl 190 gears base stats.
HQing Green crafted gear is equal to Blues of the same item level minus one of the secondary stats (ex: Ruby Ring and Hero's Ring of Slaying are both capped at Strength and for one secondary stat, but the Hero's ring has another secondary stat as well). The extra 10 ilvls you get on crafted gear comes from the stats from melding it, assuming you can reach the caps; which you can't without Tier Vs. The accessories are a different beast because you can meld vitality to them (or strength in the case of tank accessories) which makes them broken by design.

There is no reason to ever get left side gear because the lack of a cap on Law means you can just farm an entire set up in a few days. If this is suppose to be catch up gear then why make it so absurdly gated that tome gear is still easier to acquire?
