And also, since r18 quest takes EVERYONE to uldah, it makes sense that the materia quests (that are also for r18) are placed in uldah.

So then players are sent to Ul'dah at 18 and expected to stay there?
Here's how they get around the lore: "Hi, my name is (NPC that removes materia from equipment in LL). I'm an apprentice to (NPC that removes materia in Ul'dah). How can I help you?"
I realize my OP may have been a little preemptive. It could be they just mean more company seals or Gil or something of that nature. But I'd rather have the clarification before I chose a GC, since it's a choice we cannot undo.
I am betting most people will join Twin Adder now that travel between cities does not have any prohibitive cost associated with it (limited anima).
People will of course stay in Ul'dah while just "hanging out", because it is the social capital. All MMO's have a social capital, stop trying to be such a nonconformist crusader against the unfairness of others' conformity and just accept it. These are living people, they are rational, they go to Ul'dah because it is central and they want to be near the most people when just afk'ing in town. Pretty standard for an MMO.

I'm not trying to say people shouldn't stand and chat in a central location.I am betting most people will join Twin Adder now that travel between cities does not have any prohibitive cost associated with it (limited anima).

I wanted to join LL because it gives MRD, LNC and THM weapons in addition to the BSM and ARM guilds being there. on top of that, I just want a change of scenery.
The question is, does greater refer to quantity, quality or exclusivity. As I've said, if it's just more seals, or more items at once, it's not a big deal. But if only 8 members of the same GC can get the best items then it'll thin the heard of folks who were going to go to other cities, making it all the harder to assemble a decent group for those better items -- should that be the case.
Group think is a powerful thing.
With airship quick travel for only a few thousand gil it's must more inviting to move to other cities. As you don't have to worry about burning anima just to get around.
But the whole parties of the same Gcompany : better rewards thing is a little concerning. If it's just more Company seals or gil then it's not a big deal. However, if it works as a treasure hunter type effect thats another story.

Everytime they say better rewards, it usually just means a higher amount of gil, marks, or seals. Think about how the leve exchanging method was worded...the same most likely applies here.
