I would love to do my roulette's with friends!
While I can see that having a roulette with full parties defeats the purpose, I would absolutely be down with roulettes that allow for groups of up to two players. I really like to help my friends level, and it sucks when we have to take 30 minute breaks for someone to run a roulette when I could be helping them out.
I think this would help out with getting more healers/tanks in the queue. Personally, I see 0 reason to low level roulette. I'd also like to point out that this game is supposed to be social, so limiting queues to solo experiences is, in my opinion, kind of lame. I get that the idea is to reduce queue times for other people, but really this game needs more reasons to group up with your friends.
Silly that if log in and do my roullettes for the day that I just basically ignore my entire FC for the night.. Welp see you tomorrow at Raid.
I'd be more than happy to tank in a low level queue if it meant I could do it to help my friends. But their's no way in hell I'd queue for Toto Rak if I wasn't doing it for someone else.
Really, a good solution would be to allow players to queue together, so long as they number half or less than the composition of the party size for that instance (so 2 for high/low/expert level queues, 4 for story queues).

At 60 you get 100 law tomes. That alone is enough to draw me in on my 60 healer.I think this would help out with getting more healers/tanks in the queue. Every time this gets brought up somebody inevitably comes in and tries to assert that this is somehow going to make someone else's queue times longer, to which I preemptively say: no. You are wrong. Almost never run the duty roulettes currently because I'd rather play with friends/family. If we could queue in 2s and 4s (for 8-mans) my sister and I would be in there daily adding a tank/healer combo and popping two DPS' queues that much faster.
