If you've gone through the grind of beating NPCs like Rowena and Landenel time and time again, along with Chaos rule NPCs like Swift, you definitely have a fitted hate built up for the unfavored rules (by players). Dealing with it even more in Heavensward is just... well, simply put, I don't expect to bother with it... ever lol. Generally speaking, Random is not a BAD rule... when played fairly. In other words, they're good/fun rules against other players. Against NPCs, where their deck extends to around 6 cards, of which most, if not all of their cards break the rules by being 4-star and higher, this is not even remotely considered "fun". I get that they want to extend the lifespan of activity with TT, but it should never really be much more than players thought it would be. Just something fun to do on the side. RNG in this game is ridiculously clustered, and relying on it to be on your side is extremely self-destructive and naive. In other words, Random rule with NPCs only serves to force losses on you. Why is that considered a good idea?
