Asking for further thoughts regarding this matter:
What is the reasoning behind this change?HP and MP will automatically recover only while the player is stationary, regardless of whether or not he/she is engaged in battle. The amount of HP and MP recovered will increase based on the amount of time a player remains stationary.
The recovery amount will reset under the following conditions:
The player is attacked
The player moves or performs an action
But doing that was a tactic, and an important one, for the Batraal and Ogre fights. We've already seen Ifrit can do 1800+ wide AoE damage with a single attack. That's gonna wreak havoc on MP pools.
Stock up on ethers, I guess. They're gonna get expensive.

Gonna have to find a "safe" place to stand, that's the new tactic.
Edit: I'm not saying it's good or bad, that's just how I see it.
Actually, because of this...
...the tactic will be alt-tab and log back in to reset your enmity. I don't think SE thought this through. When players within an instanced raid are forced to log out due to a lost connection, they will now respawn near their party members upon logging back in.
(Only if one or more party members remain in the instanced area.)

Because players can now cast spells and other abilities while in Passive. If they didn't implement this change then mages would just stick in passive gaining MP just the same as they do in passive now only regaining MP at the same time as healing/nuking.
Now they are simply removing the need for mages to go into passive in order to start regaining MP if they are already in it, because it will simply begin to regen as soon as they are finished generating enmity (like healing/nuking/buffing).
I think you are reading the way MP regen works wrong. it says while generating enmity not while having enmity. I take this to mean while you are performing actions you are not gaining MP, once you stop you are (as long as you are in passive).
People may crash to wipe enmity now (we did it in XI), but it won't be for MP regen.
