She's not referring to Gaius, but to us, the player. The "She" refers to is Hydaelyn, who has blessed us with the Echo, which prevents us from becoming enthralled by the Primals.

Nope she was talking directly to Gaius in a conversation with him alone. I just watched the video a few times to confirm
Camera focusses on Gaius:
"Is that all? O Lady of the Vortex! O mighty Garuda! Of all the Primals, the most terrible, I say again. IS. THAT. ALL!?"
Cid: "Gaius?"
Gaius: "Ah, Cid my boy, you look well for one who has forsaken kin and country. I wonder, what else will you forsake before the day is done?"
Cid: "What?"
Gaius: "What exactly did you hope to accomplish here this day?" Gaius asked.
Cid: "I…"
Gaius: "Well, I shall accomplish far more!"
The Ixali charge toward Gaius, he shoots them all.
Garuda to Gaius: "Is that all? IS THAT ALL!? Insolent mortal, I shall make you suffer! That foul stench, I see now. She has touched you! Very well…"
Then she hurts the captured beastmen enough to make them summon Titan and Ifrit.

Well it could mean Gaius has the echo given by the Ascians.
Let's not let this get too far away from us, lol. Before Gaius intrudes, Garuda is struggling to understand how you can possibly resist her.

When I first saw the scene, I didn't really grasp that Garuda was planning to consume Titan and Ifrit - and I wondered why people kept saying that. "Surrender yourselves unto me, I would feast upon your aether!" sounded like the same general "to all present" threats she was making before. But, indeed, she is speaking directly to Titan and Ifrit, demanding that they submit to her as the one true god and grant her their strength to make her "invincible."
So...had Gaius not intervened with his Ultima Weapon, we could've had a "Mexican stand-off" between 3 Primals?BONUS INFORMATION

I think it's been implied before that this is one of the possible outcomes of the Ascians' meddling - that multiple societies could summon multiple one true gods and then having them go all Primal Rage on each other (pun not intended but deliciously apt) until the era collapses.

It's interesting how the term 'foul stench' is used. I suspect it can be tied in with the way in which a certain someone views the Warrior of Light after the current expansion's final trial.
Maybe but Ramuh didn't see that in us, mayhap because his purpose was not as direct as Garuda and the other. Or maybe it was infact just the understanding of being defeated while holding "ultimate power" in ones hand. Because Gaius said a similar cryptic line about the player holding the power of a king which I just connected with the idea of ffXII Dynast King. One Chosen by fate. One similar to Sinbad whose every opposition had no chance of defeating him till his fated position was achieved. So built in story armor if you will.
