My A4 clears never get past more than 4 perpetual rays, I usually OT and let the other tank eat the first two.
For the third I stack Rampart and Sentinel, for the fourth Hallowed Ground. No successful clear I've had ever went to 5 perpetuals.

Those balls however are different from Perpetual Ray. First they do 30% lower damage than Perpetual Ray, second you can decide when do you take them and how many you take, you dont have that option with Perpetual Ray. You dont have to be a raider to figure out that best thing for healers is if you use strongest cds from both tanks to mitigate highest incoming damage source. The point is that it is overkill. The OT can simply use those cooldowns to soak the balls. Will things be different in savage. Of course they will. But right now it is not needed and trying to shame others for not tank swapping unnecessarily doesn't make you look like a pro. It makes you look like an elitist tryhard.
