1st mob takes full potency (200 potency)
2nd mob takes -10% damage compared to the 1st (180 potency)

OK, but how the game knows who is the first mob? You don't need to target enemies for holy, but I guess if you target a mob, it will be #1. Wich is the #2? The mob closest to you? closest to the target? closest to the tank? closest to the boss? closest to the wall???

the game determines the enemy order alphabetically. there should be a letter near the nameplate. whether or not if this is how the game determines which enemy the damage reduction starts at, i don't know. that could be something worth looking at.
