Neither of those are a 20% difference. First rook does 12% less damage in comparison to you. Second one does 8% less damage than the owner. It's probably pet/owner potency differences as others have said.
Tested as:
LV60 MCH
No Party
No Companions
LV50 Striking Dummy
Should we test more?

You may be right. Also I don't really know how damage is calculated from player/pet stats in the game. Hopefully we get an official response.
How can you tell? Rook is Level 40 and the Trait is Level 40.
You can't get the turret without having the trait. What I mean is, if your level isn't high enough to have the turret, it won't be high enough to get the trait either.
It also seems odd that the Level 20 Trait "Increased Action Damage" mentions turrets when you don't have any at that level.
How can you check whether or not any damage is being added when you have no way of telling what the original base damage without it is? You cannot simply turn off traits, they are always active as long as you are synced to the appropriate level. Maybe I'm missing something, but to me "Potency" is some obscure metric that only loosely relates to actual damage output. It's hard for me to put into words but it seems like the Trait is always on and cannot be turned off, and it was adding that damage the whole time. And if there was SOME way to turn off the trait (which there isn't), your damage would be even lower than it is now. Just my thoughts.
The thing is you can see a massive difference between your adlos vs your pet's embrace, your garuda's wind blade vs 1 dot fester, etc. but if you go into Qarn solo with undersize party + lvl sync (you aren't level 40 so you don't have M&M II) the difference is extremely small between you and your pet, about a difference of 10% (convenient because maim and mend I, 10% damage/healing trait is still there)
