Why such strict Character Creation Regulations

My friend cannot make a character on my server since he purchased the game like 2 weeks ago the 1 time I saw the server open up he was at work. It seems kind of ridiculous that he purchased a game and cannot play it because he can't actually get on the server.

Yes I understand he can make a character on another server but the problem is we wanted to play the game together and no I am not transferring to another server either because that costs more money and I also have my wife and other friends on this server.

Not sure how it is on Excalibur, but Ragnarok for example is open for new characters every day in the morning.
I believe Excalibur will be the same.

Legacy servers, like the one you're a part of tend to be heavily populated. If the amount of people on at the same time exceeds a certain limit, they lock up the server. The best times to create a character tend to be either at the mornings or an hour to half hour before maintenance. I know it's not exactly a solution, but make sure your friend already saved the character design they want that way they can just skip over that process and go directly into choosing a name and server once it's not locked. Just in case you don't know of this, this link takes you to a list of the servers that are opened or closed and mentions at what hours the list gets updated.

I know it sucks, but yeah, your server is simply very populated. I know how it feels to have friends have to wait ages to get in. Balmung is one of the top populated servers. I know you don't want to pay to transfer, but he can always do that and will get guaranteed access to play in your server. If he's willing to pay, that is.

Excalibur, you'd have to wait until maintenance, because it -never- opens up.

I think that all legacy servers are super saturated because of heavensward right now... Been trying to get an alt on Balmung and it's crowded the moment after maintenance and before too.

On the bright side, RMT tells on Balmung are a bit of a rarity. They do happen, but not that often. I'm told it's horrendous on the lower populated servers ; ;. Balmung has mostly been closed since HW, if not entirely. Trying to create a character even after maintenance or at the quietest hours is really hard.

The servers can only handle so much traffic before they crash. If everyone could always create new characters on the server they want then the forums would be filled with people from the popular servers complaining about the constant lag and crashes. It just part of the price you pay for being on a popular server and the only solution is to wait till more room frees up or switch to a less populated server.
