Steps:
1. Not all instances are affected. Once it happens in an instance, however, it will continue to happen.
2. Move character, stop, begin casting ability (for example, Windbite)
3. High chance that ability will cancel ~30 ms before end of cast bar. You do not need to move or be hit in any way.
4. If it occurred, repeat.
5. In order to correct, you must move and stop again then re-cast.
6. Problem persists until instance is left.
7. Use of gaming VPN (WTFast, BattlePing) does not seem to prevent this.
