
Not really true. Clemency as a MT is not going to save you from the incoming damage like auto attacks, but it serves a good purpose. Sure, there is a chance it can get interrupted, but a good chance it wont too. As a boss is casting a tank buster or any damage predictable enough to time your cast, it can really smooth things out.
Discord/perpetual rays for example, Pop your cd, wait for discord to finish casting then start to clemency yourself. If you get interrupted, it happens, if not, you really help the healers out. I personally find lots to cast as a main tank between clemency and stoneskin. Helps with tp, i don't sit at full mp, and often the healers get a chance to dps more once they realize I'm helping.
Clemency is not meant to be a healing cd, it is meant to let paladins spend their mp on something other than stoneskin since almost every boss is blind immune now.

Finding unnecessary uses for a skill doesn't make it any good. Perpetual ray isn't killing a tank with decent healers, most tanks are doing a4 in their DPS stance full time.
I'm sure there are places you COULD use it, but I haven't seen a place you SHOULD use it. If it can be interrupted your heals can't count on it and must being casting themselves, the same way healers never count on an attack being parried or blocked.
