Not to mention FC rooms are instanced and everyone can have one.
On top of it, free to play games with large populations can handle it and multiple houses per player to boot.
If a company with as much money as SE makes can't throw more money at servers they need to find cheaper server space. Montreal isn't cheap.
You obviously don't know how it works.
They don't own the servers the game runs on. They rent server space from a third party company.
And the US rents out servers iin many cities a hell of a lot cheaper than Quebec does.
I have a lovely house in the Lavender Beds. I doubt that Ishgard will be very attractive - too cold, severe stone architecture, not to mention dragon pests.

I don't see why you think you deserve a house.
Cool stuff is for those who work for it.
I was mostly thinking about the small plots. For sure, medium plots were available for a little while longer, and large plots even longer than that, but the small plots were pretty much gone within 10 or so minutes -- depending on world, of course.
