highlander males shaving their eyebrows is an ala mhigan tradition but not all highlanders would shave their eyebrows so we should have the option to have them there or not. We aren't even ala mhigan either, we don't really belong to the cultures presented in game because we are the exception.

Iirc it was to do with rituals that they performed before going to war, one of them being shaving off their eyebrows.
