For bard:
DPS is fine. Keep WM on, unless you believe you won't be able to DPS efficiently with it on (too much movement).
This can change depending on your experience with an encounter, if something goes wrong, etc. Don't be afraid to turn it off if you realize you're moving a lot. Of course, don't be afraid to use WM either... it is definitely a DPS boost.

Also, the other jobs I'm getting to sixty are: MCH (Done), SCH (next), NIN, and AST. I'm not too sure I'll level anything else... maybe my PLD (tanking experience is important to have, even if I hate it). I'm not doing it all at once though... SCH will probably take a month since I'll casually level it. Same with the other two, though since NIN is teeechnically my raid alt I should probably get that up...oh well.
