Specialist actions are absolutely not necessary for any crafts at the moment and due to the low good rates they turn into wasted CP more often than not unless you have a ton of delineages.

I am at 400 CP, 700 Craftsmanship and 700 Control (Master Book for every crafter, i150 gear with melds) and can essentially run the 2.5 4* Rotation on the Lv60 1* items.
My stats are excessive for that though and not needed especially with some HQ mats. (if 2x PbP or MM+PbP + 2 Rapid Synths + CSII gets you to full progress then you're settled.)
