Deployment tactics bug?

Except you shouldn't have to wait. You can't use the ability if the effect isn't on the person so if the game allows the ability to go off it should spread it without having to wait otherwise why is it registering that the effect is on the person in the first place letting you use the ability. This seems like a glitch in how the programing works and really should be fixed. Also I think they should buff the ability and have the effects have a full timer when spread or even double timer to make it have more use. Also I think we should be able to cast said effects on ourselves and spread it too. Or just make it so it makes the next single target AoE.
