The thing is theres no use getting any weapon past the weathered rank 1 weapon. Plus you get to 20-25 very quickly. Makes little sense to buy a low level weapon. So people dont, or get rewarded one. Or a new comer figures out the market ward search before he reaches r30, and buys a r20 weapon
