Too much skill speed on Fending armor

There isn't enough skillspeed on tank gear.

I don't get it. Won't Equilibirum heal you for the same potency regardless if you have Berserk on or not? Am I missing something here?

Equilibrium is affected by attack power. STR gear and Berserk affect it. I get healed for around 3.5k in VIT gear, 4.5-5k in STR.
