In all honesty, I think MCH has it worse. If AST's RNG was like MCH's, their heals would have completely random and unreliable potency.

Edit:

Would be better if Reload and quick reload would atleast be guaranteed procs rather than an increase of proc rate.

But... ammunition does give you guaranteed procs.
