Ghishlain sums it up very well. I wanted Tetra to be before level 60 so I could use it sooner -- it's one of the nicer abilities.

Even if you're on top of things -- you have a Cure II landing right as a big tankbuster hits... combine that cure II with tetra and that's 10k+ HP restored faster than the health bars can update.

Also, casting regen means no one gets a cure for 5 seconds (well, 5.5ish if you count animation delay). Among all the other things mentioned, Tetra can cover that gap any time it's up.

I would say that this applies to most job... Level 60 skills don't seem to be quite the culmination that getting our level 50 skills were; for most jobs, it's more like just one more tool in the kit than an ultimate ability. But Tetra, simple as it is, doesn't want for utility.
