In FFXI the spell Meteor/Comet were in the level 100-200 range for players, now it's in the 94-95 range.
I believe they will be lowering the rank of equipment that is not yet for new recipes. new iron gear wont be anywere near the r40+ range anymore. Looking at the list, everything looks like it is going to be properly Level tiered by material type, as it should have been a long time ago. Felt/woolen, Raptor/boar, Cobalt, Rosewood/Mahogany/Oak?, and Electrum look to be the new R40+ crafts to me.

And as informed in the JP translation link, after the old recipes are deleted, the gear already created with old recipes wont be reduced or deleted. We just wont be able to make a R48 iron celata anymore, or other such equipment.
