It is not the worst skill... Each ability has it's uses. Could they be tweaked to be more effective? Yes.

My problem with it is that in a dungeon setting, you see a buff gained that you THINK you can remove, try it...and it fails. This happens 90% of the time, so the move reached the point where it's been permanently dropped from my hotbars.

No I certainly do not use it in my main hotbar. I use a completely different hotbar for pvp which has it on it. I see and understand your frustration for dungeons, but that's one of the least pointed out skills I would like adjust for monk. Fist of Wind and possible FC tweak to make more effective. (Of which I can completely use just fine without, it would just be really really really nice)
