You may call your isp and ask them to verify your modem's signal. Takes about a minute for them.
EDIT: Oh and test with another reliable router if you can.

I already have. ISP said no issues on their end at all. I have tried various VPNs who also confirm this isn't an ISP issue.

Just changed to a different ISP by using tethering on my phone and same exact issue. So this is not a ISP issue. Two different ISPs with the same exact issue.
