It kind of sucks being a new player

This more or less sounds like you rushed the content and skipped alot of it.
You were gonne run into these issues eventually anyway, no matter the content you planned on doing.

Take your time with the game and enjoy the activities.

The dungeons you still need to do shouldn't be seen as something you NEED to do, see it as a new experience! :-)

So yeah, why should a new player get sympathy for (not) having to run fun dungeons to unlock a roulette that has only one purpose - LAW tomes?

Well why the F were you not doing those things WHILE getting to 60? New player my a**. Now, I understand legitimate complaints about being a new lvl 25 dps and trying to unlock advancement content but anyone at 60 has no reason to complain. Just saying.

A number of the dungeon unlocks are somewhat out of the way. Unless you actively look for them you wont easily find them.

OP isn't going to be happy when they find out you need mostly Law equipment to enter Alex to get the Alex drops.

I think the most important thing lost in this discussion is that those HM dungeons are training for other content. Heavensward dungeons added a few new mechanics, bust most of them are the same ones just with different names slapped on them.

The expectation was that you'd do Stone Vigil HM before doing Steps of Faith, for example, since Steps has all the Stone Vigil bosses in one giant epic dragon party. And if you're tapped to run the canons, you'll know to stun the armored turtle's AOE right away since that was the 2nd boss in SVHM.

The dungeon zones also have their own stories and quirks and some of the zones are quite beautifully designed. Hullbreaker Isle is gorgeous.
