There is a % gain on food and a max.
Alot of people overlook this and just assume they always get the max stats.
So if you gain 5% crit with a max of 37 you would need 740 crit to fully utilize it,
And since there is 5% on the vitality you would need 680 to cap out the vitality (as i183 healer i only have around 609 out of party right now)
But wait, there's more!
If you have 660 crit or under then you might aswell just get flint caviar which is very easily macro-able, and a ton cheaper, unless you desperately need the approx. 2 vitality extra (out of party).
To fully utilize hot chocolate HQ you would need something along the lines of:
600+ piety (5%)
670+ vitality (6%)
533+ spellspeed (3%)
So do the math with your own stats and see if frozen spirits, or maybe even triple creams are a better option!
Sorry if my math is wrong I'm really tired.
But I can't let you buy/make super expensive and rare foods if you'd be able to utilize other food alot better.
First, all I did was list the top foods in each category. OP asked for best foods available and I listed the best foods available. I'm not going to list off every single caster related food.
Second, the food you choose varies case-by-case. If you're trying to cap vit - I don't know why you would, since vit is usually the last stat to be capped on food - then yes, using lower level food is probably appropriate. Taking your Hot Chocolate example, I have 554 piety at i167. 5% of 554 is 27.7, which is already more than what you can get out of Frozen Spirits, which caps at 26. That being said, Frozen Spirits is infinitely cheaper and easier to make than Hot Chocolate.
Third, mat availability. Using your Baked Pipira Pira example, if you can catch the fish yourself, it's far easier to catch Pipira Piras (straight catch) than it is to catch Emperor Fish (mooch + limited time window), so despite not being able to cap it, it can be simpler to make.
Bottom line is it's case-by-case.
I always think Vitality is food's most important benefit for healers. Food won't ever gives us mind, and secondary stats are not as important on healers as they are on Tanks and DPSs. It really depends on wich secondary stats you want, while trying to max out the vitality the meals will give you, since its percentage based you won't be ablo to cap vitality on most cases. I'll be using/testing Frozen Spirits myself on Alex savage and I'll be playing Scholar. I'm not using any food at the moment.
Lyrinn did a nice tl;dr of some new food's secondary stats, the rest is up to you to check numbers, experiment and pick the one you liked the most.

Scholars tend to like crit...
I do love crit. But Vitality and Mind is far more important imo, as I said, secondary stats are not as good on healers as it is on DPSs. Healer is the role with most liberty on secondary stats. Also, piety is a nice addition shile we are still learning how to heal the upcoming content. Spell Speed on Scholar is just ugh, I don't like it. Why would I get a food with low crit benefit and big Spell Speed benefit? Baked Pira Pira seems a nice food to have once we get past learning process and I start casting more dps spells.
I think picking your secondary stats as a healer is mostly about personal taste since all of them work on every healer.
