    You can still report them on the off chance they aren't in China or non-cooperative country. Probably best to do so through Support. They can pass on the information to their managers who can send it up the chain if it's viable.

    If you see ads for it somewhere (Eg google adsense) you can typically report the ad itself.

    Games tried this with WarCraft too.

    Blizzard put the kabosh on it. They've got the money for high priced lawsuits. The goal usually isn't to win, but cost them so much money they have to shut down.
