I think you should have secret quest mini story lines around Eorzea to earn special emotes.

One such quest could be in search of love...help lalafell x meet lalafell y = Happiness!!!

Delivery a note for her, deliver a special flower you have to go find for him...etc etc all to see a lil love and earn /love emote.
