I'm not sure there's a lore-related reason for this, but most servers that are continually closed still open for a brief window at f[kupo!]k-that-o'-clock in the morning, if they're getting desperate.

In all seriousness, the reason you're getting joke answers is because you've posted this in the Lore section of the forums, when it would be more appropriate for, say, General Discussion.

That said, you have a few options. Either try to create the character right around maintenance time or very early morning, when the restrictions tend to be lax, or (if willing to pay a bit out of pocket) create the character on a different server and pay to transfer, which bypasses the restrictions entirely.
