Look at it this way, around the time of 3.1, all the EU servers will be moved from Canada to Europe, that'll free up lots of resources for SE to use on NA servers. Though odds are they will just shut down the spare capacity they get, but you can hope.

It'll free up the physical servers, but they'll have to do a lot of data center reconfiguration in order to take advantage of it. What may happen is that they add a third NA "data center" using the previous EU server equipment, and split up Aether and Primal such that Gilgamesh is on its own data center, separate from Balmung.

It isn't an issue of server space but a networking issue--they restrict connections to try to prevent congestive failure. That is why the messages reference an issue with congestion.
