We killed it last week, and I ended the double hand phase close to 1400 dps @ i202. We obviously used drac pots in the beginning, though I don't use RB on the double hands due to TP issues later on. I can provide a video if you want.

1. At hand of pain phase, u said u're dps is about 1500-1600 which i believe you are fine (higher than mine at least which floating at 1350-1450 without RB)
2. I believe your problem starts at adds phase. Did u start with PB right after the first adds comes out? After that try to keep up with your GL and i don't use TOD and Demo since from what i see it's faster to kill without Dots. EF and HF when you got the chance to hit 2 adds at the same time. Provided you didn't lose GL, i believe dps normally floats about 1000-1200, depending on mechanics.

Honestly its up to you. I dont think you will see much difference between the two.. Better crit with the i190 gear though. You can always mix and match as well. Other thing is if you dont plan to do savage at all is get the i200 anyway since we might get the items for upgrades for them when 3.1 comes out.

Unfortunately im only to the hand of pain part so i can't comment on add phase but this phase is where we will see a big drop on our dps. For 1 thing we lose gl and the wait for adds to appear.. 1 thing i can say is just make sure you stack meditation and dont be afraid to use FC. Sorry for the lack of info.

Zamii was organising to have a video up for us from his runs but he hasnt mentioned anything if he did em last week.

I'm going to assume you know rotations, so;

1) Do you shoulder tackle back after wash away?

2) Do you still get your positionals during hand phase and stack for the swipe? Although, if you're i202, you're group probably doesn't need you to stack.

3) Are you holding buffs for concentration? Again, if you're i202, your group probably doesn't need you to.

4) Are you using rocking breaker when your tanks bring the hands together?

5) Use pots.

Take a look at this if you want some reference. My clear from today. Things may align differently because of the arrow card as we were fucking around with Astro today. If I was to do it better I'd refresh demolish on the other hand but my group isn't scraping through hand of pain so your experience may vary depending on your groups gear and raid DPS.

The attacking of both hands is probably more so when you've got this content on farm or pushing for a kill and need to make up dmg in the first 2 phases. Don't worry too much about double dotting till that push is comfortable. Do notice however that the second wash away I'm at {demolish} in my combo and apply that to the stationary hand then move back to the hand I've been assigned (DRG, BRD - Limb) (MNK, SMN - Liquid). You always want to try bait the Palm mechanic as well (achieved by spreading the hands further apart after wash away) which will allow you to refresh demolish on the Limb before Equal Concentration and the hand of pain mechanic. There are many things you can do with the split hands to gain dps but this is how I usually handle it and there's probably more optimal ways to do it.
