Our MCH plays about a 1/3 an MP bar of TP on the fourth leg, in addition to the Promotion during the leg shatter/Mortal Rev.
This typically puts us over 500 going into the last phase, even if you don't get Quarantined, with an Invig soon coming up.

Hey, I'm having a hard time finding a nice burst for my opener in A3S. DM>PB>SP>B4B>SP>IR>DK>POT>Twin>Steel Peak>BS>EF>TS>HF>DM>FC>DK.
My dps at the end of phase one could not break 1400. There must be something I'm doing wrong fundamentally.

if this is your true opener for A3, then your extremely delayed between your actions, since your only using 4 GCD under PB, rather than the 5 you should get, although this is probably just a mistype.
however, given your gear its not that bad if your not running with supporting buffs (selene, littany, etc)
the only other thing that comes to mind is if your not hitting the boss immediately when the boss is pulled, then your dps will appear quite low.
-I think you're missing a Snap Punch in there before your Bootshine?
-Use Elixir Field before Steel Peak (It's a higher pps loss to withhold EF than it is to withhold SP)
-I don't see ToD in there. If you do start using ToD, don't apply ToD more than once for the first phase of A3S. The second application won't have enough time to tick to be worthwhile.
Also, since the first phase is short, crit percentage can be a big factor too. If you have a crappy crit percentage, you'll end up with lower DPS. (This is RNG)

Your opener:DM>PB>SP>B4B>SP>IR>DK>POT>Twin>Steel Peak>BS>EF>TS>HF>DM>FC>DK.
My personal opener:DM>PB>SP>B4B>SP>IR>Twin>POT>DK>EF>SP>HF>ToD>FC>BS>Steel Peak>TS>Should Tackle>DM>DK.
I made something for a friend, maybe useful here.
Changes: Twin before DK, because DK and Twin bring 10% damage, and DK has 10 potency more than Twin, then is better to use Twin before DK.
Elixir Field, FC, HF, Steel Peak and Shoulder Tackel should be inside of Trick Attack if You have Ninja, if not, it does not care, but with Ninja in party make sure you are using EF, FC and HF while Trick Attack is up, this skills have a lot of potency.

TS falls off before the next reapplication if you follow that order. (assuming 2.00s GCD. I have 2.06s at 526skspd w/ GL3, fwiw)

Well, after a lot of tests I have seen the results and I have decided to change my opener:
The only one change here is just the first TS is after DK and potion now. The potency of the opener is higher overall. (The difference is really really low, but there is a potency gain).

Your new one is what I've been using all along, and it's what I'm comfortable the most. I wonder tho if I can sneak in FRACTURE at the last DM, I wonder if DK will be off or will I still have DK up for refresh. See before I started using SP after EF, I would do this, again same as yours but no SP after EF.
Dm pb sp bfb sp ir dk POT TWIN ef TOD fc bs hf true steel dm st FRACTURE and I still have 2-3 seconds left on DK.
Steel Peak is actually one of your strongest oGCDs (IIRC), after Elixer Drive based on PPS, so if B4B and IR are up for all of your oGCDs up to and following Shoulder tackle, you should look into switching Steel Peak and Howling Fists and moving Forbidden Chakra to the far back of the oGCD line up.Well, after a lot of tests I have seen the results and I have decided to change my opener:
