It's not a problem. I know exactly how it works. The way the tooltip is worded, though, it says it "swaps targets when you use a weapon skill", not "it swaps to your target". Some people might think it keeps swapping to different, random targets whenever you use a weapon skill, which I think is what the OP is thinking it does.

This. This tooltip and the Ninja enmity tooltip for reducing another party member's enmity are worded very poorly.
