If anything, I'd expect Perception to do it. Perception is what determines your chance (up to 15%) to gather something as HQ in mining and botany, determines your Collectability rating for those two classes, and affects whether the fish you catch is HQ or NQ. So it stands to reason that it affects the Collectability rating. I suspect that the minimum Collectability rating on a fish is the minimum for it to be considered HQ, and that we're just now seeing the same number that the game rolls to determine whether or not it is HQ.
The Collectability of a fish is simply its size x10. Also, the minimum for turn ins seems to be slightly below what is required for HQ.
I've noticed that fishes can only be turned in as collectible if you caught them HQ else they'll be below the collectibility level required. I always use the patience skill for this to catch collectibles eg. illuminati perch.
Its like the poster above said. It's their size x10 NQs can be turned in but only the ones who size is a little below the smallest HQs.
And what determines size? Perception ...
