    They wont. It was same problem with early-access on Heavensward with 90002 and 90006. Even though Data Center was in Canada the queue was non existing. You got almost instant in after disconnect. They apologized and nothing, so you can throw out that dream. Even I am on 1273rd place in queue which did not move in an hour cant even be pissed anymore. No point since they wont do nothing. They asked people that one of the options is to move worlds, but a) you need to pay and b] (best one) World Transfers either lag or are off.
