I don't see why they would, they did this for the tomes before it where if you were not level 50 you got EXP bonus, not tomes. Its a pick and choose bonus, do you want extra tomes or do you want to level faster?

With a game so focused on both gearing and leveling other classes you'd think they'd let you have both.
