Probably an ambitious early plan that eventually got abandoned due to being too difficult or resource-costly to implement, much like "affordable housing seperate from FC housing" and "FC's summoning primals in the open world".

They've had more than enough maintenences of the Lodestone to fix it if it was abandoned.
