Kenji is working on the Damage Formula at the moment, then Pandabearcat will get to work with a working BLM Sim.
I'm also going to do some BLM work on the side when I have the time (same for all other jobs).
The math is pretty simple if you don't factor in DoTs. Just figure out how the procs can go, figure out average DPS casting fire immediately after blizzard 4 and average DPS if you wait before casting it, find out the odds and go.
It's when you throw in DoTs and thunderclap procs that the math gets "fun". Otherwise you can basically use the old potency formula (since we're hoping the ratios stay about the same) and go Potency(WD,Int,Det)*(1+CritBonus(Crit)*CritRate(Crit))/GCD(Spellspeed) as a short term fix-me-up. Won't approximate DPS or give you actual stat weights in terms of DPS, but it'd give you weights relative to each other which would be enough for comparing gear.
Here's something I threw together. You might need to download it and use Excel.
