File access failed during version check [11018][19900][2]

File access issues can crop up from a lot of different issues. A few things to do to correct some common issues:

Run as Admin.

Add/update* exceptions to any security for both the game installation folder as well as your game save folder (nested under My Documents/My Games).

Add/update* exceptions for all of the game's executables in both the /boot and /game subfolders where the game was installed so they are enabled/allowed internet access and such. This includes the Windows Firewall as well as third party Firewalls--not just your Antivirus/Anti-Malware security programs.

<* - some programs will block a program if it senses a change, like after an update is run. In such cases you need to update the rule to detect the new version of the file>

Run a virus/malware scan of your system to make sure something isn't monkeying with your networking layers and such.

Run a chkdsk to repair any issues that may be in the file system and such. Here is a guide for Win7 that covers both GUI and CMD line usage. It applies to Win8 as well:
