1 min cooldown, low dmg unless used with DA, no attachment/combo with any other abilities. Its off the GCD. It seems like it was just thrown into our arsenal as a meaningless ability really. Just something extra to have. I'm confused by the ability as well. Nothing spectacular for THE lvl 60 ability...
