However, there is a way around it OP. Have your friend make a character on any server. Wait 3 days or solo for those 3 days. Then use the World Transfer service. It ignores restrictions.

I don't think this is actually true though, unless they changed it. When my friend wanted to transfer to Tonberry, it took a few days because Tonberry was unavailable in the transfer list, and she had to wait until it appeared.
